Electoral majority - only a mandate to govern

Democracy is not the rule of the majority. Electoral majority is only a mandate to govern; a mandate to govern based on what the principles, values and institutions established by the constitution of the republic. Any majority, social or electoral cannot impose its will on minorities, and on the nation as a whole, except through the due democratic process of legislation and policy-making that the constitution mandates.
